General Problem Resolutions
A good first step is to clear all "Temporary Internet Files" and "cookies" and then close all browser windows and try again. If you have too many "Temporary Internet Files" on your computer, then you will be unable to view images from the Clerk website (and may experience other problems as well).
Cookies can contain helpful information like website preferences. Deleting your cookies entirely can cause you to "start from scratch" with web sites that you visit repeatedly. Some stored passwords for password-protected websites will be lost if you delete your cookies. If this happens, you will need to re-enter your password the next time you visit that website. Cookies can sometimes become corrupt or may hold information incorrectly - deleting them will correct this.
In order for images to be displayed Java must be installed on your PC, and you must have a relatively recent version. You can install the latest Java version by going to the www.java.com website, and clicking on the Free Java Download button. Then, follow the instructions to install the latest version of Java.

Problem - No Results Returned
When you do a document search, you do not get any results returned, even though there are documents that meet the search criteria. For example, you search for all deeds for a last name of "Smith" for 2004, and you do not get any results.
Resolution
Clear Temporary Internet Files (or clear browser cache)
If the area that is used for storing Temporary Internet Files is full, then the search software may incorrectly fail to return any results. This will work properly from a different PC, or after the Temporary Internet Files are cleared.
Problem - Only First Page Is Visible
There is no way to see pages other than page 1 of an image
- Some versions of QuickTime can cause this problem
Resolution
- Right click inside the image
- Select Plug-in Settings
- Select Mime Settings
- Expand Images
- Scroll down and deselect TIFF image file
Alternate Fix (if the above does not work)
Uninstall the QuickTime software Products: From the Control Panel Add/Remove Programs applet, completely uninstall the QuickTime product. If images still will not display, try installing an alternate image viewer. Suggested viewers are listed below.Details
QuickTime is a product that can be used to view various media. It can end up getting installed on your PC without your realizing it. Once it is installed, it often tells the system that it will handle files that are in the TIFF format. Our images are TIFF format files. Unfortunately, QuickTime can not properly handle TIFF images. When your web browser encounters a TIFF file (a document image) and sends it to QuickTime, QuickTime may not properly display this image.Alternate TIFF file viewers
There are viewers available for free that can handle TIFF images properly. You can download and install one of these viewers. For your convenience, here are links to two free image viewers that worked well for some of our customers.Problem - When you click on the "View Image" tab from the "Document Summary" screen, the image does not display. You may not have the latest version of Java installed. Please follow the steps on the top of this page under the General Troubleshooting heading to address this issue.
Problem - After successfully signing on, the "Image Avail" column says "Sign In Required".
The bottom left says "Log Out", indicating that you are presently logged in (signed in).
Resolution
Enable "COOKIES" and Java Scripting for the WWW.GOBCCLERK.COM website. Our website requires cookies and Java scripting for full functionality. If this does not resolve the problem, then you may need to add WWW.GOBCCLERK.COM as a "Trusted Site".
Problem - Images do not display when the "View Doc" button from the Search Results screen is clicked.
Things work when the "DOWNLOAD IMAGE" button is clicked. The "DOWNLOAD IMAGE" button is on the extreme right, on the top of the "View Image" screen.
How to access the "DOWNLOAD IMAGE" tab
An alternative way of viewing and printing the image is as follows: Click on the document number for the image. Click on the "View Image" tab on top of the page. Using the slider bar on the bottom of the page, slide all the way to the right, and click on "Download Image".
Details
Cookies are little pieces of information that websites can leave on your computer. Since these can be used for tracking and advertising (which Broome County does not do), cookies are sometimes blocked. For the Broome County Clerk website to function properly, cookies must be allowed.
Pop-ups
In order for the “View Doc” button to work, pop-ups must be enabled. If “View Doc” does not work but “Download Image” works, the cause is that pop-ups are being blocked. More than one pop-up blocker can be active on the system.
Here are the steps describing how to configure Internet Explorer to work with the County Clerk website.
For Internet Explorer 6.0 or newer
- Click on Tools, then click on Internet Options. You see the Internet Options dialog that provides a number of tabs that allow you to set your browser preferences.
- Click the Security tab.
- Locate the Custom area of the Security tab, and click the Custom Level button.
- From the Security Settings dialog that opens, scroll through the options until you see Cookies.
- Check the Enable radio button under Allow per-session cookies.
- To enable JavaScripting, scroll through the Settings options until you see Scripting.
- Check the radio buttons next to Enable Active Scripting and Scripting of Java applets.
- Click OK to accept scripting and cookie handling changes and close the Security Settings window.
- Now, for cookies. Click OK, and then click on the Privacy tab.
- If your security is set to medium on this screen, you should be OK. If you want to keep higher security in general but allow cookies from the GOBCCLERK website, then do the following:
- Click on Edit
- Key in .gobcclerk.com in the Address of Web site area, then click Allow.
- When you are done, if you scroll down, you will see .gobcclerk.com in the list, set to Always Allow.
For Internet Explorer 5.5, do the following:
- Click on Tools, then click on Internet Options. You see the Internet Options dialog that provides a number of tabs that allow you to set your browser preferences.
- Click the Security tab.
- Locate the Custom area of the Security tab, and click the Custom Level button.
- From the Security Settings dialog that opens, scroll through the options until you see Cookies.
- Check the Enable radio button under Allow per-session cookies.
- To enable JavaScripting, scroll through the Settings options until you see Scripting.
- Check the radio buttons next to Enable Active Scripting and Scripting of Java applets.
- Click OK to accept scripting and cookie handling changes and close the Security Settings window.
- From the Internet Options dialog, click Apply to effect settings then OK to close the dialog.
Problem - How can I be certain I can view the document images?
i.e. How to make sure that your PC can view and print images.
Resolution
Click on the "Load Test Document" link below. This will load a test "deed" into the program on your PC that handles these type of documents (TIFF images). If you can view and print this document, then you should be able to view and print any document images that you request from our system. This way, you can make sure that everything on your PC is working properly before you purchase a document from our system.

Resolution
Clear all of your "Temporary Internet Files" and "Cookies". With recent versions of Internet Explorer, this can be done by clicking on "Tools" in the top bar and then clicking on "Internet Options...". Then, you click the "Delete Cookies" and "Delete Files" buttons. After clicking "Delete Cookies", click "OK" in the box that pops up. After clicking "Delete Files", check the "Delete All Offline Content" box, and then click "OK".
Problem: Internet Explorer prevents documents from being downloaded
Problem Details: When an attempt is made to view an image through the “Download document” button, Internet Explorer pops up a message across the top stating “To help protect your security, Interent Explorer blocked this site from downloading files to your computer”.
Resolution: Change Internet Explorer settings to allow automatic prompting for downloads.
Resolution Details: In Internet Explorer, make sure that you can “view” the Menu Bar. Click on “Tools/Internet Options”. Click on the “Security” tab, and click on “Custom Level”. Under “Downloads”, set “Automatic prompting for file downloas” to “Enable”. “File Download” should also be set to “Enable”. Next, you may need to associate this file type (“TIF”) with an appropriate program. To do so, first download an image. Then, find the file that you downloaded through Windows Explorer, and right-click that file. Select “Open With” and “Choose Program”. On the bottom, make sure that the box labeled “Always use the selected program for this kind of file” is checked, and select a program – such as Microsoft Document Imaging.

Will my credit card numbers be kept safe?
No credit card information will be stored on the County Clerk system.
Why can't I use Discover or American Express to pay for documents?
There is a New York State contract that offers credit card processing services for a discounted rate. This allows us to keep the document charge low. This contract currently supports only MasterCard or Visa. If this changes to allow other credit cards, our website will be updated to offer those other options as well.
I paid for and downloaded a document, but now I can't find it.
When you purchase a document, you are given an 8 character order number. This number will allow you to access your document for 30 days for no additional charge. If you supply an email address, this access order number will be emailed to you.
If I give you my email address, will I get spam?
We will not give your email address out. We will use it for one purpose: to send you one email containing your order information and order number.
What Is Your Privacy Policy?
No personal information entered on the website will be shared with any outside parties under any circumstances. No credit card information is saved on the website. This is why the credit card number must be entered for each transaction. Email addresses will be used only for sending the order number as part of the document copy purchase transaction.
How does the Broome County Clerk website work? (system overview)
- You browse to http://www.gobcclerk.com to get to the main page of the website. Then, following the prompts, you do your document search. You will see a list of documents that meet your search criteria. On the left of each document is a unique document number. To the right is a button that says Order Copy.
- If you click on the document number, you will see an image of the document. From here, you can see the entire document by advancing from page to page, but you can not save (download) or print the document.
- If you click on the Order Copy button, you will go through the process of placing the document in your shopping cart. You can then go back and browse for more documents to add to your shopping cart, or go through the Check out and pay for your documents.
- When you are ready to purchase your documents, you can go to your shopping cart and "check out". It is at this point that you will be asked to enter your credit card information. When the transaction is complete, you will have purchased a copy of the document. There will be an order number on the screen that you see when you have completed the transaction. This number should be saved, as it will allow access to the document from the Clerk system for 30 days. If you need another copy of the document after you have paid for it, you can use the order number for 30 days to get another copy for no charge. If you choose to provide your email address, this order number will be sent to you via email.
- When your document copy purchase has been completed, you will see a View Doc button. Clicking the "View Doc" button can do one of two things, depending on what software you are using on your PC and on how your PC is configured. It may bring up an image viewer to show you the image, or it may give you a choice to "View or Download" the image. If you choose to download the image, then the image will be stored on your PC with the name and location of your choosing. If you "view" the image, then you can print or save the image from within your image viewer. How this works depends on which image viewer you are using.
- Since we do not store credit card information, your information will have to be entered each time that you purchase a copy of a document through this website.
What are the changes that were made to the www.gobcclerk.com website in September of 2007?
- No sign-on is necessary to view documents. All existing userids (sign-ons) will be eliminated.
- Images will be available for viewing for free. If you want to download or print a document, it will cost $1.35. This is a flat fee for the entire document - not a "per page" charge.
- Images can be purchased for printing or download using a credit card - MasterCard or Visa.
- A limited number of "flat fee" sign-ons will be created for large volume users.
What are some General Usage tips?
- The PARIS web site is best viewed with Internet Explorer 5.5 or Netscape 6.0 or higher. Older versions of the browsers will not be able to take full advantage of all of the features offered by the web site.
- The Norton Internet Security product can cause problems - temporarily disable.
- Pop-Up Blockers can cause problems - enable pop-ups for gobcclerk.com.
- Give the images that you save on your PC names that are meaningful to you. This will simplify your task of finding these images later.
- Store all of the images that you save in the same location to simplify your document management. In other words, make an "Image" directory.
- If you want to keep these images, then back them up to avoid either losing them when (not if, but when) your hard drive crashes, or having them accidentally erased by you or somebody else who has access to your PC.
